The officers of the church shall be the Council of Elders a Chairman of the elders, a Vice-Chairman of the elders, a Secretary, a Treasurer and a Financial Secretary. Officers shall be called to office by affirmation of the Council of Elders and a vote of affirmation of at least 90% of the voting members present. All officers of the church shall be active members of the church in good and regular standing prior to being nominated for office. If there are less than five (5) members of the church, the officers who exist will be responsible to fulfill the duties of the remaining offices, along with the responsibilities of their office. The church may also have, at the discretion of the elders, other officers as may be appointed in accordance with the duties and power of the elders as described in this Constitution and By-Laws.
The officers of the church shall be chosen annually and shall serve at the pleasure of the elders.
A vacancy in any office due to death, resignation, removal, disqualification, or any other cause shall be filled as the vacancy occurs and in the manner prescribed in this Constitution and By-Laws for regular appointment to such office.
In cases where officers or persons authorized by the church to act in their place become unable to act, the elders may delegate the powers or duties of such officer to any other officer or other person whom the elders may select.
The responsibilities of the secretary shall include, but are not limited to; 1) keeping, or causing to be kept, a book of minutes at the principal office or such other place as the remaining elders may order, of all meetings of the members, the elders and its committees, either the time and place of holding, whether regular or special and if special, how authorized, the notice of meeting, the names of those present at the meetings, the elders and committees’ meetings and their proceedings, 2) keeping, or causing to be kept, at the principal office of the church the original and a copy of the church’s Constitution and By-Laws, as amended to date, 3) giving, or causing to be given, notice of all meetings of the elders and any committees thereof required by this Constitution and By-Laws or by law to be given, 4) keeping, or causing to be kept, at the principal office of the church, a church membership register, showing the names of the church members and their addresses, 5) and having such other powers and perform such other duties as prescribed by the remainder of the elders. The secretary shall be nominated by the elders and elected by the congregation to serve a term of one year.
The treasurer shall not be an active elder, deacon, or paid church staff member. The treasurer’s responsibilities shall include, but are not limited to; 1) ensuring all funds and securities of the church are properly secured in such banks, financial institutions, or depositories as appropriate, 2) presenting regular reports of the account balances, revenues and expenses of the church at each members’ meeting, 3) ensuring that full and accurate accounts of receipts and disbursements are kept in books belonging to the church, 4) implementing adequate controls to guarantee that all funds belonging to the church are appropriately handled by any officer, employee, or agent of the church, 5) annually, or whenever they may require it, providing the elders with an account of all transactions as treasurer and of the financial condition of the church, 6) submitting a proposed annual budget to the elders at least one month prior to the annual business meeting of the church. The budget approved by the elders will be presented to the church at the annual business meeting. Some of the treasurer’s responsibilities may be delegated with the approval of the elders. The treasurer shall be nominated by the elders and elected by the congregation to serve a term of one year.
The financial secretary shall not be assisted in any way by the treasurer nor be a member of the treasurer's immediate family or household. The financial secretary’s responsibilities shall include, but are not limited to; 1) being responsible for collecting, counting, recording and depositing in the church's accounts all offerings and gifts to the church, 2) weekly providing the treasurer with records and receipts of all offerings and gifts received and deposited, 3) keeping separate and individual records of all who give to the church, 4) annually in January, or as requested, providing each giver with a record of his/her gifts to the church, 5) annually, quarterly and as requested by the elders providing the treasurer and elders with any financial reports. The financial secretary shall be nominated by the elders and elected by the congregation to serve a term of one year.
